The Financial Action Task Force (FATF), who monitors funding for terrorist activities around the world, has warned about misuse of e-commerce websites.

FATF report stated that now terrorist organizations are raising money by mixing both traditional and digital methods.

Services like online payment, gaming platforms, social media and e-commerce are now being used for terrorist funding.

FATF has also mentioned in its report about the 2019 Pulwama terror attack and the attack on Gorakhnath Temple in 2022.

Giving the example of these two cases, FATF explained how these services are becoming a means of promoting terror by going to wrong hands.

Many countries cannot understand the funding of terrorism

This report of FATF is named ‘Comprehensive Update on Terrorist Financing Risk’. This 131 -page report states how the methods of funding terrorism are changing.

The report said that many countries still have large shortcomings in the ability to understand and stop terrorism funding, and if they are not corrected on time, terrorist organizations will continue to take advantage of the existing weaknesses.

It states how terrorist organizations use the international financial system to continue and attack their activities.

This report also shows that the strategies of terrorism funding (TF) are not the same, but in different places, different methods are adopted according to different circumstances.

Explosives were ordered from Amazon in Pulwama attack

On 14 February 2019, a CRPF convoy was passing through the Srinagar-Jammu highway. The truck reached Pulwama, when a suicide attachment entered the 200 kg explosive Maruti Eco car.

The explosion was so fast that the 2 buses carrying the security forces flew away. 40 soldiers were martyred in this. The FATF report states that the explosive material used in the attack was purchased through the online shopping platform Amazon.

Funding from PayPal to the attacker of Gorakhnath temple

The second example in the FATF report was given the attack on the Gorakhnath temple on 4 April 2022. In this, a man attacked the security personnel present there with a sharp bride. The soldier was seriously injured in this.

In this incident, the police found a religious book, sharp weapons, jihadi videos from Murtaza Abbasi, etc. from Murtaza Abbasi.

FATF investigated the case that the attacker had transferred around Rs 6.7 lakh through PayPal abroad. Also, he hid his IP address using VPN and kept his transaction secret.

In view of the suspicious activities of these transactions, PayPal closed his account, which prevented the use of illegal money further.

Online shopping can also be used for money laundering FATF report says that online shopping can also be used for money laundering. That is, it can be used as a kind of business plan to hide the real identity of money.

In this, a person buys goods and sends them to one of his companions, who further sells those items in another country. This money is then used for terrorism.

FATF reported that terrorist organizations have also been able to help the governments of many countries directly or indirectly, such as money aid, weapons, training or other resources. The report clearly states that even today some countries continue to help.

4 important things of FTAF report…

Report in the last 10 years case study FATF reports provide case studies for the last 10 years, which helps to understand how terrorists get funding and how they collect money or resources, hide, hide and use it.

The report states that terrorist organizations and their allies are still raising money in many ways, such as cash, hawala, online payment, social media and crowd funding, cryptocurrency, shell companies, trusts etc.

Through these methods, terrorists are running their network and raising money and resources to attack. FATF has asked all countries to understand these dangers, strengthen your laws and security systems and work together so that terrorism can stop getting funding.

FATF condemned the Pahalgam attack

In June 2025, FATF condemned the terrorist attack in Pahalgam in Jammu and Kashmir and appealed to all countries to stop funding of terror. Subsequently, India gave a formal request to put FATF again in the ‘gray list’ to Pakistan. India alleges that terrorist activities are going on from across the border due to funding from Pakistan.
