What is ownership plan?

Under the Swamitva Scheme of the Ministry of Panchayati Raj (MoPR) of the Central Government, now properties worth Rs 1.37 lakh crore in rural areas can be monetized and used for credit access. The objective of the SVAMITVA scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas), launched by Prime Minister Narendra Modi in 2020, is to survey and demarcate properties in rural areas using drone technology. Under this scheme, residents of rural areas are given legal documents of their properties, which helps them in taking loans from banks. So far, survey has been completed in 3,17,000 villages and property cards have been issued to residents of 1,36,000 villages. On December 27, Prime Minister Modi was to give 50 lakh more property cards. The program has now been cancelled.

Advantages and challenges of the scheme

The Swamitva scheme has not only helped in financially connecting the rural residents. Rather, it has also given women the right to own joint property. Also, bank loan against land is easily available. Apart from this, Gram Panchayats are getting help in removing encroachments and resolving property disputes. However, issues like collective land ownership and family disputes in tribal areas are hampering the implementation of the plan. States like Bihar, Tamil Nadu and Odisha have already updated their land records, so they have decided to stay out of the scheme.

Steps towards rural development

This scheme is laying the foundation of prosperity by promoting economic activities in rural areas. The government has set a target to complete the scheme by 2026. This initiative will help move towards sustainable development in rural areas of India by empowering millions of villagers.
