In Russia, young girls are being encouraged to get pregnant. According to the news agency PTI, the government is giving them a help of about one lakh rupees to give birth to the child and raise it.
The scheme started in 10 parts of Russia in March 2025. Its purpose is to overcome the problem of low population and old age people in the country. Earlier this scheme was only for women (above 18 years) for women. But now minor girls have also been included in it, so that they too are encouraged to have children.
The average birth rate per woman in Russia in 2023 was 1.41, while the rate of 2.05 is considered necessary to keep the population stable. Therefore, the Government of Russia is running schemes called ‘Pronelist policies’. Their purpose is to motivate people to have more children.
Currently, Russia is the ninth largest country in the world in terms of population, but there is increasing risk of low population.

It is a very controversial decision to give money to girls studying in school in Russia to have children. According to a survey conducted in Russia, 43% of people are in favor of this policy, while 40% are opposing it. But it is clear that the government of Russia is considering the birth of children as one of its greatest priorities.
Russian President Vladimir Putin has said many times that a large population helps in making the country a big army. This makes the country strong. Some experts are also looking at it with the battle of Russia and Ukraine.

The government believes that such views can further spoil the falling birth rate in Russia. Along with this law, strict restrictions are being imposed on abortion in private clinics in Russia, so that women cannot choose the option of dropping the child easily.

More children, countries are luring more money

Birthday is not increasing even by luring money
It has been seen in all these countries that there is no big increase in birth rate by luring money or facilities.
People take the decision to produce children for many private, social and economic reasons, such as inflation, career planning, feeling ready for the responsibility of becoming parents or trusting better facilities for children.
Therefore, only money schemes are not enough to remove the problem of decreasing population.
Separate immigration policy for Spanish speaking people in Spain
Spain has also chosen a different route to deal with the challenge of the declining population. There the government has made the immigration policy easier, especially for Spanish speakers from Latin America.
Its purpose is to bring people in Spain who match before in terms of language and culture, so that they can be easy to settle and provide employment and also increase the population of the country.
But in many countries of the world, policies of increasing birth rates are being made such that people belonging to special class only benefit.
For example, even though the government gives tax exemption and cheap loans on three or more children in Hungary, in reality the benefit of these schemes is mostly available to the couples with high income or permanent jobs. These facilities are barely available for low -income or temporary working families.
Many symbolic steps have been taken in Russia to promote maternity. There are ‘motherhood medals’ to women who produce 10 or more children.
This medal was also given in the era of the Soviet Union and Putin has resumed it. In this way, Russia wants to inspire people to have more children by giving socially respect to motherhood and big families.
