PM Kisan 21st instalment: Before Diwali, crores of farmers across the country were waiting for the 21st installment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme. Farmers were hopeful that the government would release the next installment of Rs 2,000 before the festival. This will further increase the festive happiness in their homes.

But now it seems that the government will not release this installment on Diwali. The next installment can be transferred in the first week of November.

Announcement may be made before Bihar elections

According to reports, the central government may announce the 21st installment in the first week of November. It is believed that this announcement may be made a few days before the first phase of Bihar assembly elections.

The dates of 2025 Bihar Assembly elections have been fixed as 6th and 11th November. Counting of votes will take place on November 14.

Question on release of installment amid code of conduct

Model Code of Conduct is in force in Bihar, due to which the question is arising whether the government can release a new installment of PM-KISAN during this period. According to experts, new schemes cannot be announced during the code of conduct, but payments of already approved schemes can continue.

21st installment already released in some states

The Central Government has already released the 21st installment in some states. On September 26, 2025, Union Agriculture Minister Shivraj Singh Chauhan had released this installment for the farmers of Punjab, Haryana and Himachal Pradesh.

This payment was made as advance relief in view of the recent floods and landslides in these states. After this, on October 7, farmers of Jammu and Kashmir also got this benefit.

Which farmers will not get the benefit?

In 2019, the government made changes in this scheme and made it clear which farmers can take advantage of it. The government had fixed the cutoff date as 1 February 2019. Farmers who buy new land or get it transferred in their name after this date will not get the benefit of PM-KISAN for the next five years.

However, if the land is received under inheritance, this rule will not apply. Also, farmers whose eKYC has not been completed or whose bank accounts are not linked to Aadhaar will not get the installment this time.

How to do eKYC for PM Kisan

Farmers can do OTP based eKYC by visiting the website pmkisan.gov.in. Apart from this, they can also get biometric eKYC done by visiting the nearest Common Service Center (CSC). eKYC facility is also available through face authentication through mobile app.
