Kite flying has been banned in Pakistan’s Punjab province on Tuesday. According to news agency AP, the Punjab Assembly has also passed a bill regarding this. If caught flying a kite, the punishment can be 3 to 5 years in jail or a fine of 20 lakh Pakistani rupees (6 lakh Indian rupees) or both. Failure to pay the fine may result in additional jail term of one year.
The bill also announces harsh punishment for kite makers and those who sell them. They can face 5 to 7 years in jail or a fine of Rs 50 lakh or both. Failure to pay the fine may result in additional jail term of 2 years.
In this law, there is a separate provision for punishment for minors. Minors will be fined Rs 50,000 for the first offense and Rs 1 lakh for the second offence. If the offense is committed for the third time, punishment will be given under the Juvenile Justice Act of 2018.
Punjab has made kite flying a non-bailable offense since last year.
According to the report, the provision of such heavy punishment and fine has been made to create fear among the people. This law applies to kites made of all types of threads. In August last year, the Punjab government had declared making, flying and selling kites a non-bailable offence.

Restrictions apply to cities other than Lahore as well
The bill states that many fatal accidents occur due to the use of sharp blades during kite flying. Apart from Lahore, this ban has also been implemented in other cities. This law will be implemented in the entire state before the Basant Utsav.
In March last year, a motorcyclist died after his throat was slit by a kite string in Faisalabad. Kite flying was first banned in 2005. Then during a competition, 11 people were killed by a manjha made of glass powder.
