No fuel forward vehicle: In the country’s capital Delhi, diesel and 15 year old petrol vehicles will not get petrol and diesel in the country’s capital Delhi. But now the Delhi Petrol Dealers Association (DPDA) has expressed concern about this new policy. The association has urged the government to remove the punitive provisions imposed on dealers under this rule.

CAQM has clearly stated that End-off-Life (Eol) ie diesel vehicles whose age is 10 years and petrol vehicles have been more than 15 years, they will not get diesel and petrol at any fuel station in Delhi. This rule will apply not only to the register in Delhi, but to the old trains of any state.

What is the objection of dealers?

DPDA has written a letter to Delhi Transport Minister Pankaj Singh and the Transport Commissioner and filed their objections. The association says that in this policy of the government, if a petrol pump employee accidentally fuels an old vehicle, then legal action will be taken against him. Apart from this, there is also a provision for arrest, this rule is not practical.

The letter stated that no petrol pump can refuse to fuel the customer under the Essential Commodities Act, while this new policy is contrary to that. This creates a situation of legal conflict.

Increased difficulties of petrol pump employees?

DPDA also said that the government is getting dealers or pump attendants as they are enforcement officers. While their job is to give fuel, not checking the age of the car or implementing the law. In such a situation, giving them additional responsibility can increase both risk and stress.

DPDA recently referred to the Ghaziabad incident, where a pump worker was shot while implementing the rule ‘Helmet or not Fuel’. It is expected from this incident that strict rules like ‘No Fuel for Old Vehicles’ may also threaten the security of the pump staff.

Police safety and sop demand

The association has demanded from the government that sufficient police forces should be deployed at all fuel stations until this policy is fully implemented so that any incident can be avoided. Also, DPDA also says that no clear SOP (Standard Operating Procedure) has been shared by CAQM so far, so that the pump employees do not know how to implement this policy in practice.

The DPDA has requested the government to clean all the necessary guidelines, sops, and security measures before implementing this policy of not fueling old trains. Also, the provision of any kind of punitive action on dealers should be removed, as this will affect the necessary service.
