The Union Public Service Commission (UPSC) has sought details of two visually impaired candidates who appeared for the Civil Services Examination 15 years ago, so that they can be considered for appointment. According to an official statement issued on Friday, the move follows a Supreme Court order, which in July last year had directed that 11 candidates be considered for appointment against backlog vacancies for persons with disabilities (PWD) candidates. The statement issued by UPSC said, “As per the directions given by the Hon’ble Supreme Court in its judgment dated 08.07.2024 in Civil Appeal No. 3303/2015 (YPSC vs. Pankaj Srivastava), on the basis of the details mentioned in the application form of the candidate, But implementation efforts have to be made.” However, the dossiers containing documents and details of the two candidates are “not available in UPSC.”

“It has become necessary to communicate with the candidate so that relevant details can be secured and the dossier can be reconstructed,” the statement said. UPSC has sought detailed information about Heera Lal Nag and Anil Kumar Singh (OBC community and visually impaired category), both of whom appeared for the Civil Services Examination 2008. Candidates who are “beneficiaries” of the apex court’s judgment have been asked to immediately contact the Commission within seven days, so that UPSC and the Department of Personnel and Training (DoPT) can take necessary steps in compliance.

The statement said that if no response is received within seven days, “it may be assumed that these candidates will now appear for the Civil Services Examination (CSE)-2008 in pursuance of the judgment of the Hon’ble Supreme Court dated 08.07.2024.” are not willing to be considered for allotment of services on the basis of the The Center was criticized for failing to do so.
