Lieutenant General Dwivedi took charge as Vice Chief of Army Staff on 19 February.
Army Chief General Upendra Dwivedi on Monday said he was in touch with his army chief during the coup in Bangladesh, but now we can talk about relations with Bangladesh only when there is an elected government there.
General Upendra Dwivedi discussed security on all the borders of the country during a press conference in Delhi. He told about the Army’s preparations regarding China Border, Myanmar Border and Manipur violence.
Dwivedi said- In Jammu-Kashmir and Ladakh, we are gradually moving from terrorism to tourism. The situation on the Line of Actual Control (China border) is sensitive, but under control. PM Modi has also talked to the Chinese leader on this issue. There is no buffer zone there now.
80% of the terrorists currently active in Jammu and Kashmir are Pakistan based terrorists. Of the terrorists killed in 2024, 60% were Pakistanis. At present the situation in the valley is under control. Incidents of violence continue in Manipur, but we are trying to restore peace.
What did the Army Chief say on Jammu-Kashmir, China Border and North East
1. 4 points on Jammu and Kashmir issue…
- The situation on the northern borders of the country is sensitive, but the situation is under control. The LAC dispute situation in Depsang and Demchok in eastern Ladakh has been resolved in October 2024. Now patrolling has also started in both these areas.
- I have asked all my co-commanders to keep an eye on the situation on the ground regarding patrolling. These issues can be resolved only at the military level. Our deployment on LAC is balanced and strong. We have incorporated special technology while enhancing our military capability on the northern border.
- We had recruited 15 thousand soldiers last year. 60 percent of the terrorists killed last year were Pakistanis. We feel that at present 80 percent of the terrorists active in the valley are Pakistanis. The situation in Jammu and Kashmir is completely under control. The ceasefire agreement signed on LoC in February 2021 is still going on.
- However, continuous infiltration attempts from across the border are continuing. In recent months, activities of terrorists were seen in North Kashmir and Doda-Kishtwar belt. The situation has not gone out of control. We are gradually moving from terrorism to tourism.
2. Situation on China border and LAC…
- The situation on LAC is sensitive, but the situation is under control. The LAC dispute situation in Depsang and Demchok in eastern Ladakh has been resolved in October 2024. Now patrolling has also started in both these areas.

- The Indian Navy is working extensively with us on Pangong Tso Lake. Their special forces are working with us in Jammu and Kashmir and other places. This also includes deep divers.
In fact, there was tension between India and China over the border dispute in eastern Ladakh for four years. Recently patrolling has resumed there. After two years of long negotiations, an agreement was reached that both the armies would retreat from the disputed points Depsang and Demchok.
3. 2 points regarding security in North East…
- The situation is slowly coming under control in the North East also. Due to the joint efforts of the security forces, the situation in Manipur is now under control. Although some incidents of violence have come to light in Manipur, the army is continuously working to establish peace there.
- Many NGOs and senior officers are talking to leaders of all communities on the India-Myanmar border to ensure security. Also, the Army has released a package of Rs 17 crore to upgrade its QRT and QR medical teams for disaster control.
In fact, violence is going on between the Kuki-Meitei communities in Manipur since May 2023. During this period, more than 237 people have died so far. More than 1500 people were injured, 60 thousand people left their homes and are living in relief camps.
Army Chief said – My aim is to make the army self-reliant
Upendra Dwivedi said- The training of 1,700 women officers is about to end. After this, these officers will join the Indian Army, Navy and Air Force.
With the Indian Navy we play an important role at two places. The first is Andaman and Nicobar and the second is Amphibious Task Force. As far as Andaman and Nicobar is concerned, we will further increase the role of the army in that region. We have some plans which we have to work together in the West area.
My aim is to make the army self-reliant and prepare it for future challenges. Media and security forces have the potential to come together for national security. That’s why I adopt the process of talking to the media.
