Bihar land mutation: The Department of Revenue and Land Reforms has taken strict steps in view of increasing irregularities in the land filing process. Now no land application will be allowed to be approved from the same level once it is rejected by the Zonal Officer (CO). In such cases only the High Revenue Authority i.e. the DCLR court will be able to hear the appeal.
Completely ban on approval from CO level
The Revenue Department has clarified that now re -hearing of rejected applications will not be held at the zonal level. In the first phase itself, the revenue staff will recommend rejection to the officer on the basis of investigation of the account-Khesra, keeper and buyer. After this, the CO will close the case while advising the applicant in the DCLR court.
Secretary issued instructions to all districts
Jai Singh, Secretary, Department of Revenue and Land Reforms, has sent a letter to all the Divisional Commissioners and Collector asking to implement this new system with immediate effect. There is a clear mention in the letter that now the old rejected cases related to filing and dismissal will not be re-heard at the zonal office level.
Time and resources were wasting
It was found in the departmental review that many rejected applicants were repeatedly applied for the land of the same account-Khesra. Due to this, the workload on the zone office was increasing unnecessarily. A lot of time was being spent from the lower level to the CO in the hearing of these applications, which was affecting other pending cases.
Action on CO that gives rules
It was also revealed in the review that several zonal officials rejected the rejected cases in the past against the rules. The department has initiated disciplinary action against such officers and action has already been taken in some cases.
The rule was already there, now strict arrangement will be implemented
According to the earlier policy of the Revenue Department, once the rejected application at some level could not be re -decided from the same level. But by ignoring this rule, in many cases, the CO level was re -approved, which led to the possibility of irregularity and corruption.
Transparency will be strengthened by new system
Under the new policy, the process of filing and dismissal will now be more transparent and accountable. The end of repeated decisions at the same level will reduce the possibilities of wrong decisions and pressure-based acceptance. Also, the independent appeal system will also be strengthened through the DCLR court.
