Canada has cut the number of study permits given to international students. The permit given to Indian students has declined by 31% in the first quarter of 2025 compared to the same period last year.
According to data from Immigration, Refugees and Citizenship Canada (IRCC), only 30,640 students were given study permits between January-March 2025. Whereas during the same period in 2024 this number was 44,295.
In January 2025, Canada had a population of 4 crore 15 lakhs, of which the number of temporary residents was 3 crore 2 lakhs. This is about 7.25%. The Canadian government wants to take it to less than 5% by 2028.
This is the reason why IRCC has reduced the limit of study permit for 2025 to 437,000, which is 10% less than in 2024. This limit will remain in force till 2026.

International students coming to Canada decreased by 40%
Canada started trying to reduce the number of international students from 2023 itself. Canada issued a total of 6.81 lakh study permits in 2023, of which 2.78 lakh were for Indian students.
In 2024, the total number of permits decreased to 5.16 lakh, of which 1.88 lakh were Indian students. Due to this, the number of international students coming to Canada has decreased by about 40%.
It was difficult to take admission in Canada
Canada Will give permits in two groups. For whom Provincial verification letter (PAL) or Regional verification letter (TAL) has to be submitted. The Canadian government has implemented several new rules for study permit applications, which make the application process more strict for international students.
- Money proof: From January 1, 2024, applicants have to prove that they have about 12.7 lakh rupees. Earlier this amount was about 6.14 lakh rupees.
- Verification of acceptance letter: Since December 2023, it is mandatory to verify the Dinging Learning Institutes (DLIS) through IRCC through IRCC. This step has been taken to prevent fake applications.
- New rules on school transfer: From May 1, 2025, international students will have to get a new study permit to change school. Previously, students could change DLI only by informing IRCC online.
- Delay in application process: According to IRCC, the backlog of study permit applications was 37% by March 2025, much higher than a target of 15%. This may delay the application process, and students are advised to submit their applications at least 30 days in advance.
- Post-graduation work permit (pgwp): International students have to enroll in a DLI and study in PGWP-eligible program to be eligible for PGWP. This permit helps to gain work experience after studying in Canada and apply for permanent residence.
- Immigration Scheme 2025-2027: Canada aims to accept 3.95 lakh permanent residents for 2025, which will be reduced by 3.80 lakhs in 2026 and 3.65 lakhs in 2027. This is part of the comprehensive strategy to reduce the number of temporary residents.
- Work permits and other policies: Some international students are allowed to apply for work permits from within Canada, provided they fulfill certain conditions, such as applying for refugee protection. In addition, the Student Direct Stream (SDS) program was abolished in 2024. Applicants will also have to prove that they will leave Canada after their study permit is over.
Due to these strict rules, the number of Indian students desiring to study in Canada has decreased. According to the March 2025 survey of IDP Education, Canada is no longer the first choice of Indian students. Only 13% of students want to study in Canada, while in 2024 the figure was 19%. While popularity with Australia (28%) and America (22%) has increased.
